Optimize the electronic health declaration system
Realize "One Code Access"
Starting tomorrow (28th), the Hong Kong government will trial an improved version of the electronic health declaration system to optimize the entry quarantine process.
During the trial period of the system, those arriving in Hong Kong need to complete the electronic health declaration in advance and obtain a QR code.
If you fail to present the QR code for the electronic health declaration, you can still board the plane to Hong Kong during the trial period of the system.

The QR code for health declaration is valid for 96 hours and can be declared online as early as 3 days before the expected arrival in Hong Kong. For example, if you arrive in Hong Kong on August 4, you can declare it from August 1.

The Hong Kong government plans to formally implement the measure in August, integrating all documents into the electronic health declaration QR code.
With this code, procedures such as entry quarantine and closed-loop transfer to designated quarantine hotels can be carried out in the airport through the "express" channel, realizing "one-code access".

Customs clearance with the mainland indefinitely
Hong Kong may give priority to customs clearance with overseas
In November, Hong Kong will host a major financial summit and the famous Rugby Sevens Championship.
Three years after the epidemic, global financial professionals and athletes from all over the world will once again gather in Hong Kong. This is an opportunity to re-show Hong Kong's cosmopolitan city to the outside world, and its importance is self-evident.
If Hong Kong still has strict entry restrictions at that time, two important activities will be affected. Therefore, some reports describe November as a "dead line" for opening up to the world.
Recently, some politicians have admitted that Hong Kong may give priority to customs clearance with overseas.
Ye Liu Shuyi, the convener of the Executive Council, pointed out, "Even if you can't clear customs with the mainland temporarily, you can clear overseas first to reduce travel barriers."
Tan Yaozong, a member of the Standing Committee of the National People's Congress, said, "We can consider easing overseas restrictions, and the sooner the better."
Leung Hee, a spokesman for the DAB's health affairs and a member of the Legislative Council, analyzed that "Hong Kong's relaxation can be used as a test field for the country to further shorten the quarantine time in the future."
In April this year, the Hong Kong government lifted the "no-fly order" in nine countries and relaxed social measures internally.
Since the new Hong Kong government took office, the cancellation of the "circuit breaker mechanism" for flights, the implementation of the "red and yellow codes" for safe travel in early August, and the study of shortening the quarantine time for entry are all positive signs!
So how will the quarantine time be adjusted?
At present, non-return to Hong Kong, non-arrival to Hong Kong people generally need at least 7 days of compulsory quarantine.
According to the Hong Kong government, the final plan will be "5+2" or "4+3".
Legislative Council member Tian Beichen said that home quarantine will be fully adopted for business travelers, that is, "0+7".
However, all the above news will not be finalized until the Hong Kong government officially announces the exact details.
After more than two years of struggle, this time Hong Kong may finally decide: to clear customs first!
If you hold a visa-free Hong Kong SAR passport to 168 destinations around the world, you will also be able to plan overseas travel.
Although Chief Executive Li Jiachao stated that there is no conflict between customs clearance in the Mainland or overseas customs clearance, but based on the current actual situation, there is a certain trade-off between the two.
At present, it is still difficult for Hong Kong and the mainland to clear customs without quarantine. As Tan Yaozong said, "it is unrealistic to ask the mainland to fully open up Hong Kong all at once."
The two places may further shorten the isolation time and optimize quarantine measures to make the entry and exit experience of citizens more convenient, which may be a more perfect solution.
