General
The "Implementation Rules" define Hong Kong and Macao youths and start-ups.
Hong Kong and Macao youth:
Refers to Hong Kong and Macao residents who are under 45 years old (inclusive) and have Chinese nationality.
Startup company:
Refers to small and micro enterprises, individual industrial and commercial households, social organizations, law firms, accounting firms, and farmers' cooperatives that have been registered in Shenzhen within 3 years.

Support Hong Kong and Macao youth employment
In the current policy, the employment of young people in Hong Kong and Macau is promoted through subsidy projects.
Eligible young people from Hong Kong and Macao or employers can apply for the following subsidies:
? Grassroots employment subsidies (3,000 yuan per person);
? Job hunting and starting a business subsidy (3,000 yuan per person);
? Employment trainee subsidies;
? Social security subsidies for small and micro enterprises;
? Flexible employment social security subsidies;
? Vocational skills training subsidies;
? Living subsidies for youth employment programs in the Greater Bay Area;
? Hong Kong and Macao youth internship subsidies;
? Personal income tax differential subsidies, etc.
The "Implementation Rules" also added new content such as the evaluation of international talent titles, high-skilled talent training services, and social security cross-border service guarantees.

Recruit Hong Kong and Macao people as career mentors to provide internships, job recommendations, career development guidance and other services for young people in Hong Kong and Macao.

Career guidance services for employed students:
A subsidy of 200 yuan per guide, and a cumulative subsidy of no more than 1,000 yuan per person;

Internship guidance services for unemployed students:
The subsidy standard is 100 yuan/day, and the cumulative subsidy does not exceed 2,000 yuan/person;

Job-seeking recommendation service for unemployed students:
A subsidy of 1,000 yuan/person is given, or an additional subsidy of 4,000 yuan/person is provided.

Participate in public service activities:
