1. The two types of Hong Kong Health Code applications will be processed first
The Innovation and Technology Bureau stated that it will give priority to processing applications that have already uploaded proof of residence in Hong Kong and applications that are currently living in public housing under the Housing Authority. The relevant applications will be issued with a personal identification code to activate the Hong Kong Health Code account.
If the applicant cannot provide proof of residential address in Hong Kong or the system cannot verify the residential address, he will have to wait for the government to issue a confirmation letter, which will be mailed to the applicant’s registered residential address, and finally activate the Hong Kong Health Code account.

The customs clearance day is expected to be finalized by the central government
Mainland experts visited Hong Kong for 4 days earlier and found that Hong Kong is doing a good job of prevention and control and that it has the conditions for quarantine-free customs clearance. The central government will make the final decision on the specific time for normal customs clearance.
Customs clearance quota, official business priority
With regard to customs clearance quotas, people who urgently need to travel to the Mainland due to official or business affairs will be given priority.

Regarding border crossings, the authorities will prioritize the opening of land crossings; the Hong Kong-Macau Ferry Terminal, Guangzhou-Shenzhen-Hong Kong Express Railway, and through train services from Hung Hom Station are temporarily not applicable.
