"3+4" Quarantine New Deal
From this Friday (August 12th)
Number of quarantine days for arrivals from overseas and Taiwan
Shortened from 7 days to "3+4"
3 days of quarantine at designated hotels + 4 days of home monitoring
Under the new system, the day a passenger arrives in Hong Kong is defined as "DAY 0", that is, it is not included in the number of quarantine days.
If the nucleic acid result is negative in the morning of "DAY 3", the hotel quarantine can be completed at noon.
"DAY 4" starts home monitoring, in which a quick test is done every day until the end of "Day 7" at 9:00 am.
During the 4-day home monitoring period, you can go out, enter supermarkets, etc., but cannot take off your masks, nor enter designated places such as restaurants and beauty salons.
So what about travelers who are in quarantine now, and travelers who have booked a 7-day quarantine hotel in advance?
The Hong Kong government said that passengers who have completed the three-day quarantine and all tests at the hotel before this Friday can leave the hotel in an orderly manner in the next few days, and the hotel will refund the remaining quarantine fee.

"Three-color code" officially launched
At the same time as the "3+4" isolation policy, there is also the "red, yellow and blue code" of the Anxin Travel APP.
Notice! The "Red and Yellow Code" is only applicable to persons from overseas and Taiwan who enter Hong Kong from the airport.
All people entering the country are assigned a yellow code until the "3+4" quarantine is over.
If diagnosed during the quarantine period, it will be upgraded to a red code.
People with a yellow code will be restricted from moving, but if they get a negative daily quick test result, they can go out and take public transport during the home monitoring period.
After completing the home monitoring, it will automatically turn into a blue code, and you can travel at will.
In addition, those arriving in Hong Kong from overseas and Taiwan are required to complete an electronic health declaration before boarding.

There is no contradiction between customs clearance overseas and the mainland
Recently, the voice of "Has Hong Kong given up customs clearance with the mainland?" has sparked a lot of speculation.
In this regard, Lu Chongmao, director of the Medical and Health Bureau, said: Absolutely not, nor will it in the future!
The Chief Executive also clearly emphasized at the meeting that customs clearance overseas is not contradictory with the mainland, and both sides will be promoted.
"Until a consensus is reached with the mainland, we do not plan to disclose the details of the discussions between the two places, so as to avoid confusion of information."
Now if you want to enter the mainland from Hong Kong, there are two options:
One is the "lottery lottery" of Health Station.
The other is the "humanistic care" channel. Eight categories of people, including the elderly, pregnant women, chronically ill patients, and foreign students who have stayed in Hong Kong for more than 5 days, can apply for customs clearance quotas.
As soon as the "3+4" news came out, Hong Kong's business community and citizens described it as "overjoyed, finally seeing the dawn of Hong Kong's restoration of external relations."
From this point of view, it is not impossible to achieve the quarantine-free customs clearance between Hong Kong and overseas in November!
