These mainland talents must possess professional knowledge and skills that are lacking or not immediately available in Hong Kong. ? The educational requirements are relatively low, and those with excellent conditions can be relaxed to college.

Excellent Talent Admission Scheme
The Quality Talent Admission Scheme is an immigrant admission scheme with quotas, which aims to attract global high-skilled talents or talents to settle in Hong Kong, so as to enhance Hong Kong's competitiveness in the international market.
The annual quota for the Quality Migrant Admission Scheme is 4,000 (or will increase to 8,000). Eligible persons can obtain points according to one of the two scoring systems set up in the program, the "Comprehensive Points System" and the "Achievement Points System". The Technology Talent Entry Scheme aims to enable eligible companies to apply for importing non-local technology talents to engage in R&D work in the HKSAR through a fast-track arrangement.
Eligible companies must first apply for a quota, and companies that have been issued a quota by the Innovation and Technology Commission can accordingly apply for work visas/entry permits for eligible persons within the 12-month quota validity period.
Application advantage
? The processing speed is fast. After the Immigration Department receives all the required documents, it usually takes two weeks to process the application.
? The approval rate is high. As long as the relevant requirements are met, basically 100% of the approval is passed.

Employment arrangements for non-local graduates to stay/return to Hong Kong
Non-local graduates refer to students who have obtained a bachelor's degree or higher from a full-time locally-accredited programme in Hong Kong.
Eligible persons who submit their applications within six months of graduation fall into the category of fresh non-local graduates. On the contrary, they belong to the category of returning non-local graduates.
Fresh non-local graduates who wish to apply for work in Hong Kong do not need to have found a job at the time of application. Returning non-local graduates who intend to return to work in Hong Kong must be offered employment at the time of application.
