According to the "Guangdong Provincial Department of Human Resources and Social Security Guangdong-Hong Kong-Macao Greater Bay Area (Mainland) Institutions Management Measures for the Public Recruitment of Hong Kong and Macao Residents", among the permanent residents of the Hong Kong Special Administrative Region and the Macao Special Administrative Region, Hong Kong and Macao residents who do not have the right of abode abroad;

Meet the conditions listed in Article 5 of the "Management Measures for Public Recruitment of Hong Kong and Macao Residents by Guangdong-Hong Kong-Macao Greater Bay Area (Mainland) Public Institutions of Guangdong Provincial Department of Human Resources and Social Security".

Which regions and positions can I apply for?
① Region: Hong Kong and Macao residents who meet the requirements can apply for the examination in Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen, Zhaoqing and provincial institutions directly stationed in the above places.
② Posts: education, health, culture, technology, road construction and other industries.

How do Hong Kong and Macau residents register?
Hong Kong and Macau residents log in to the recruitment system, select "Hong Kong Permanent Resident Identity Card" or "Macao Permanent Resident Identity Card" in the ID type, and fill in the permanent identity card number to register.
The following materials are also required during the interview qualification review:
Hong Kong permanent resident identity card or Macau permanent resident identity card;
Mainland Travel Permit for Hong Kong and Macao Residents;
"No Criminal Record (Record)" in Hong Kong and Macau (available during the inspection session).
According to the policy, the remuneration, benefits and social security of all Hong Kong, Macao and Taiwan residents working in mainland public institutions are the same as those of mainland residents, and the promotion process is open, transparent and treated equally.

In 2019, the state issued the "Outline of the Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area", which clearly states:
Expand the employment space of Chinese citizens among Hong Kong and Macao residents, encourage them to take up positions in state-owned enterprises and institutions in the mainland according to law, and study and promote the work of applying for civil servants in the mainland.
As a "pioneering demonstration zone", Shenzhen has already started the recruitment of civil servants for Hong Kong and Macau residents in 2020.
In the special recruitment examination for civil servants serving the “dual districts” construction in Shenzhen, there were a total of 5 positions targeted for selection from Hong Kong and Macau, and at that time 446 Hong Kong and Macau citizens were attracted to apply, with an average of more than 80 people competing for one position.
Compared with the average competition ratio of 150:1 for mainland applicants, the competition for Hong Kong and Macao residents is obviously much smaller.
