Further optimization of entry and exit policies
In order to further guarantee and facilitate the exchange of Chinese and foreign entry and exit personnel and promote the opening of services to the outside world, the National Immigration Administration will further adjust and optimize the following entry and exit management policies and measures from May 15, 2023.
The announcement is as follows:
1. Fully resume the implementation of the "National Application" for mainland residents to travel to Hong Kong and Macao for group travel endorsements.
Mainland residents can submit an application for group travel endorsement to Hong Kong and Macau to any exit-entry management agency of the public security organ in the country, and the application procedures are the same as those of the place of household registration.
2. Implement the "National Universal Application" for mainland residents to apply for permits for visiting relatives, working and studying in Hong Kong and Macao.
Mainland residents who plan to go to Hong Kong and Macau for reasons such as visiting relatives, working, studying, seeking medical treatment, litigation, or disposing of property may submit applications for visiting relatives, staying and other three types of endorsements corresponding to the application to the exit-entry administration of any public security organ in the country. The application procedure is the same as that of the domicile.
3. Adjust the validity period of stay visa for mainland students studying in Macao.
For mainland students studying in higher education institutions in Macao, the validity period of the stay visa issued by them is adjusted from a maximum of one year to the same as the period of study in Macao.
4. Full recovery of fast customs clearance at ports.
On the basis of resuming the fast customs clearance at border inspection ports adjacent to Hong Kong and Macau on January 8, in accordance with the pre-epidemic practices and standard requirements, the following people are allowed to pass through the fast border inspection channels:
?Chinese citizens who hold ordinary passports of the People's Republic of China, travel permits for travel to and from Hong Kong and Macau, travel permits for travel to and from Taiwan, mainland travel permits for Hong Kong and Macao residents, mainland travel permits for Taiwan residents (valid for 5 years), and multiple entry and exit permits valid for one year;
?Foreigners holding foreign passports, permanent residence permits for foreigners, foreign e-passports and foreigner residence permits for more than 6 months;
?Chinese crew members who work on scheduled international flights and foreign crew members who can enter the country without a visa or have obtained a flight attendant visa or residence permit for more than one year (inclusive).

According to official data, in 2022, Hong Kong received a total of 55,725 applications through six talent programs including the Outstanding Talent Program and the Professional Talent Program, an increase of 42% compared to 2021. Among them, the number of applications for the Excellent Talents Program has increased by as much as 206%.
