On May 18, the Legislative Assembly of the Macao Special Administrative Region discussed and voted to pass the "Talent Introduction System Law" bill. The relevant laws will come into effect on July 1, 2023.
This means that more outstanding talents from the Mainland can go to work, study, live and settle in Macau. The introduced talents and their family members will enjoy the same rights and social benefits as Macau residents, including low tax system, 15 years of free education, medical care and social security, etc.
Policy introduction
The talent introduction system aims to enhance the innovation, competitiveness and international reputation of the Macao Special Administrative Region by attracting top talents, so as to promote moderate economic diversification.
The Macao Special Administrative Region Government plans to introduce leading figures and senior professionals needed for the development of key industries in stages, and use their technology, experience and market network to drive and support the development of local industries and lead the long-term progress of society.

According to the "Legal System for Talent Introduction", Macao's talent introduction programs are divided into the following three categories: high-end talent programs, outstanding talent programs and senior professional talent programs.

High-end talent plan
☆Refers to a person with outstanding talent or technical ability, who has achieved internationally recognized outstanding achievements or made significant contributions in a specific field;
☆The application for renewal of the residence permit does not depend on the usual residence in Macau;
☆ Contribute to the long-term economic and social development of Macao;
This program is similar to the achievement-based scoring system in the Hong Kong Talent Admission Program, and is applicable to those who have made outstanding contributions in a certain field, such as Olympic champions, Nobel laureates, and those who have received lifetime achievement awards in the industry, etc.. ....

Excellent talent plan
☆Refers to those who are conducive to the moderate diversification of the economy of the Macao Special Administrative Region, especially those who can promote the development of key industries and perform outstandingly in their profession or industry;
☆No need to be hired by local employers;
☆The application for renewal of the residence permit does not depend on the usual residence in Macau;
☆Should be engaged in work that matches their qualifications and meet the requirements of the plan.
This scheme, similar to the comprehensive points system in Hong Kong's outstanding talent admission scheme, is applicable to ordinary elites.
If you have the professional knowledge, professional qualifications or experience stipulated in the program; meet the required age and language skills; meet the basic requirements stipulated in the evaluation criteria, etc., you may have the opportunity to apply for the Macao Outstanding Talents Program.

Senior Professionals Program
☆People who can support the development of key industries and are in short supply and have professional experience and technical capabilities;
☆Meet the prescribed shortage of human resources;
☆ Must be hired or promised to be hired by a local employer first, and the salary must reach a specified level;
☆Should be engaged in a job that matches their qualifications;
☆Must normally reside in Macao and meet other conditions if any.
Compared with the above two plans, this plan has more requirements, but it is also relatively easy to achieve.

Like Hong Kong, Macau also implements a regional tax system, which only taxes income derived from Macau or properties located in Macau.
The tax system of the Macao Special Administrative Region is characterized by few types of taxes and light tax burden. There are currently 14 types of taxes, including 8 types of direct taxes.
Among them, Macao’s corporate income supplementary tax (i.e. net profit tax) is required to be paid by companies engaged in business activities in Macao, and the taxable income tax rate for the part exceeding 600,000 patacas is 12%; Macao’s professional tax is personal income tax, the highest personal income tax The income tax rate is only 12%, and the basic exemption amount is 144,000 patacas.
