The Hong Kong Education Bureau recently announced the student subsidy plan for the 2023/24 school year. For full-time students in secondary schools, primary schools and kindergartens, each student will receive a subsidy of NT$2,500 without an asset test.

Hong Kong student allowance
According to the NT$19.1 billion relief measures announced by the Financial Secretary of Hong Kong in August 2019, it is recommended to issue a one-time student allowance of NT$2,500 to full-time students in secondary schools, primary schools and kindergartens in the 2019/20 school year to reduce parents’ education expenses economic pressure.
The measure was approved by the Finance Committee of the Legislative Council on December 6, 2019. According to the Chief Executive's 2019 Policy Address, this subsidy has become a regular measure starting from the 2020/21 school year.
This initiative aims to provide more financial support to families so that they can better cope with the cost of education.

Who is eligible to apply
Students who meet the following conditions can apply for the subsidy
All students studying in secondary schools, primary schools, special schools (including public schools, Direct Subsidy Scheme schools, English Schools and private schools) and kindergartens (whether participating in the kindergarten education scheme or not) in Hong Kong with local or non-local curricula.
Note: Kindergarten students must be 2 years and 8 months old on September 1 of the relevant school year to be eligible for the subsidy.
Considering that some students should meet the above conditions but enroll in other courses due to special circumstances, the Hong Kong government considers the following students to be eligible for this subsidy:
(1) Children aged 2 years and 8 months on September 1 of the relevant school year who are admitted to special child care centers funded by the Social Welfare Department due to special needs;
(2) Newly arrived children studying in full-time starter courses funded by the Education Bureau;
(3) Students studying in full-time courses established by the Vocational Training Council for Secondary Three school leavers.
Night school students, self-study students, students who come to Hong Kong with student visas and students who hold a letter of guarantee issued by the Immigration Department (commonly known as "travel paper") are not covered by the funding.

Application method
According to the circular memorandum issued by the Education Bureau every September, all secondary schools, primary schools, special schools and kindergartens in Hong Kong will be notified of the arrangements for providing student allowances to full-time students.
Starting from the 2023/24 school year, the Education Bureau will introduce an electronic application system for student allowances and implement it in public sector schools and schools under the Direct Subsidy Scheme.
In order to cater for the needs of different parents, parents can choose to apply electronically or use paper application forms.
★Electronic application
Starting from the 2023/24 academic year, parents or guardians can apply electronically for student allowances for students attending public schools or directly operated schools.
Applicants need to have a "Smart Convenient+" account with digital signature function, and directly log in to the "Student Allowance Electronic Application" online service through the "Smart Convenient" application, or click the following link (
https://stgsesweb.edb.gov.hk/) visit the electronic application platform to apply.
The electronic platform will be officially launched at 6:00 am on September 14, 2023, and will be closed after 11:59 pm on October 2, 2023.
Schools must verify students’ identity information within 14 days after parents submit electronic applications.
★Paper application
The Education Bureau will issue paper forms for student allowance applications through schools. The paper forms include Form A and Form B.
Form A is a blank form and is suitable for newly admitted or transferred students this school year; while Form B has pre-printed basic information about students and applicants and is suitable for students from the original school who successfully applied for student allowances in the previous school year and will be distributed by the school. .
