On January 5, the Comprehensive Team of the Joint Prevention and Control Mechanism of the State Council issued the "Notice on Optimizing Measures for Personnel Exchanges between the Mainland and Hong Kong and Macao".
Focus: From 8 January 2023
? Hong Kong immigration personnel enter the country with the negative result of nucleic acid test for new coronavirus infection 48 hours before departure;
? No longer implement nucleic acid testing for all personnel entering Hong Kong;
? Resume visas for mainland residents traveling to Hong Kong for tourism and business.
The measures are as follows:

Nucleic acid testing
People entering Hong Kong only need to enter the country with a negative nucleic acid test result for the new coronavirus infection 48 hours before departure, and fill in the test result in the customs health declaration card.

Entry Quarantine
Nucleic acid testing will no longer be implemented for all personnel entering Hong Kong. Those who have a normal health declaration and no abnormality in the routine quarantine at the customs port can be released to enter the social area.

Mainland China and Hong Kong and Macau Passenger Flights
Resume services for connecting/transiting into the Mainland at Hong Kong and Macau International Airports. Cancel the passenger load factor restrictions on flights between Hong Kong and Macau to and from the mainland, and gradually increase the number of flights in an orderly manner.

Endorsement
The visa application for Mainland residents traveling to Hong Kong for tourism and business purposes will be resumed.

Li Jiachao announced the customs clearance plan
On the same day, Hong Kong Chief Executive Lee Ka-chao announced that on January 8, the first stage of customs clearance between Hong Kong and the mainland will be opened, and 7 entry and exit ports will be opened, with a daily limit of about 60,000 people in the north.
The quotas allocated to the 7 ports of entry and exit are as follows:
? Man Kam To Port: 5,000
? Shenzhen Bay Port: 10,000
? Lok Ma Chau Port: 35,000
? Hong Kong-Macau Ferry Terminal + China-Hong Kong Ferry Terminal + Airport and Hong Kong-Zhuhai-Macao Bridge: 10,000 in total
In addition, in order to facilitate and ensure the return of Hong Kong people in the Mainland to Hong Kong, and the return of mainlanders in Hong Kong to the Mainland, the governments of the two places agreed that those who pass through the Shenzhen Bay, Man Kam To, and Lok Ma Chau ports will not be counted in the 50,000 quota.
Deng Bingqiang: The port will resume normal customs clearance time
Deng Bingqiang, director of the Hong Kong Security Bureau, said that the port will return to the normal customs clearance time before the epidemic.
Among them, in addition to maintaining 24-hour service at the airport, the Hong Kong-Macau Ferry Terminal, the China-Hong Kong Ferry Terminal, and the Hong Kong-Zhuhai-Macao Bridge will also resume 24-hour service.
The opening and closing hours of other ports are as follows:
? The Shenzhen Bay Port is open from 6:30 to 0:00 am;
? Man Kam To Port is open from 7:00 to 22:00;
? Lok Ma Chau Port (Futian Port) is open from 6:30 to 22:00.
Deng Bingqiang pointed out that passengers traveling north must show a 48-hour nucleic acid negative certificate and an appointment certificate.
Applicants who make an appointment must make an appointment at the designated port, date and time slot, and arrive at the designated port and time slot in order to pass through the border smoothly.
At present, it is only the first phase of the customs clearance plan. Although it is inconvenient, it is the biggest step in the "two-place customs clearance" in the past three years.
