Receiving eligibility and amount

Hong Kong permanent resident
Hong Kong permanent residents can receive the full amount, that is, 5,000 yuan consumption coupons.

Newcomers to Hong Kong can receive the full amount, that is, 5,000 yuan consumption coupons.

other eligible persons
Qualified persons who come to Hong Kong to live and study in Hong Kong through the Immigration Program will be issued a total of 2,500 yuan of consumption coupons.
Note: The above qualified persons must be 18 years old on or before May 29, 2023. In addition, the recipient must "have not left Hong Kong permanently or intends to leave Hong Kong permanently".
What does "have no intention to leave Hong Kong permanently" mean?
The Hong Kong government’s consumer voucher plan last year stated that the considerations include whether the person has submitted a valid application in accordance with the mandatory provident fund law on or before the specified date to “permanently leave Hong Kong” and withdraw his mandatory provident fund early before the age of 65. MPF or MPF-exempt occupational retirement scheme benefits.
This means that immigrant people cannot receive consumption vouchers.

The second phase of consumer coupons will continue to be issued with six payment methods, including Alipay Hong Kong (AlipayHK), WeChat Pay Hong Kong (WeChat Pay HK), Tap & Go, BoC Pay, PayMe from HSBC and Octopus.
Citizens who use Alipay Hong Kong (AlipayHK), WeChat Pay Hong Kong (WeChat Pay HK), Tap & Go, BoC Pay, and PayMe from HSBC to receive coupons can receive coupons directly.
Citizens who receive consumption coupons through Octopus can collect consumption coupons at public transport fare subsidy collection stations, designated convenience stores and supermarkets, Octopus service stations, or tap their cards through the Octopus mobile app.
Term of Use and Restrictions
The first consumption coupons received through Alipay Hong Kong (AlipayHK), WeChat Pay Hong Kong (WeChat Pay HK), Tap & Go, BoC Pay and PayMe from HSBC are valid until October 31; on July 16 The second phase of consumer coupons issued on the 1st will be valid until February 29, 2024.
Citizens using Octopus, if the total eligible spending reaches 3,000 yuan on or before June 30, they will be issued vouchers for the remaining 2,000 yuan on July 16.
If the total eligible consumption of citizens only reaches 3,000 yuan between July and October, the remaining 2,000 yuan consumption coupons will be issued on the 16th of the next month after reaching the standard. The deadline for collection is June 30, 2024.
It should be noted that these coupons can only be used in local retail, catering stores or online merchants, and cannot be used for government fees or exchanged for cash.
Transfer method and registration method
If you want to transfer the second phase of consumer coupons, you must go through the procedures from June 5 to 27, including the electronic registration platform and 9 temporary service centers.

In addition, newly eligible persons will receive consumption vouchers in two installments. The first phase of consumption coupons is 3,000 yuan and will be issued on July 16; the second phase of consumption coupons is 2,000 yuan and will be issued on October 16.
