Since the end of 2022, the Hong Kong Special Administrative Region Government has steadily implemented the various talent immigration policies planned in the "Policy Address", and has achieved remarkable results.
According to the latest data released by the Hong Kong government, as of the end of June 2024, various talent immigration programs have received nearly 320,000 applications in total, of which nearly 200,000 have been successfully approved. This figure far exceeds the original goal of introducing 105,000 talents within three years.
During this period, more than 130,000 talents have arrived in Hong Kong one after another, and a total of about 120,000 dependents have also arrived in Hong Kong smoothly.

Quality Scheme is the most popular
High Talent Pass Scheme has the highest approval rate
From the application data, the Hong Kong Quality Talent Scheme continues to lead with 115,167 applications, accounting for 35.8% of the total number of applications, becoming the most popular talent introduction program.
Following closely is the High Talent Pass Scheme, which received 89,352 applications in just one and a half years, becoming the "rising star" of talent introduction programs.
General employment policy, professional program and study abroad IANG visa ranked second with 47,248, 35,527 and 33,923 applications respectively.
From the number of approvals, the High Talent Pass Scheme approved a total of 70,817 applications, accounting for 35.89% of the total number of approvals, bringing in a large number of high-income talents and graduates from prestigious schools to Hong Kong.
Others are: General Employment Scheme 44,031, Study Abroad IANG visa 32,095, Professional Program 31,468, Quality Talent Scheme 18,583.
In view of the phenomenon that there are many applications for the Quality Talent Scheme but few approvals, people may mistakenly think that it is the most difficult to apply for, and thus be discouraged. However, the actual situation is not the case.
The reason why the Quality Talent Scheme attracts a large number of applications is mainly due to the favorable policies implemented by the Hong Kong government from 2023, such as no quota restrictions for two years, optimization of scoring methods and expansion of talent lists. At the same time, the application process of the program is relatively complicated and the review cycle is relatively long, generally taking 9 to 12 months, and some applications are still in the approval process.
