Recently, the Chief Secretary for Administration of the HKSAR, Mr. Chan Kwok-kei, revealed in a media interview that the HKSAR will focus on bringing in talents in areas such as AI and data science.
At the same time, the Hong Kong government will continue to optimize integration measures for newly-arrived talents to help them better adapt and integrate into Hong Kong society.

Prioritizing the Admission of Three Types of Talents
The 2024 Policy Address proposes to set up a Commission on Education, Science and Technology and Manpower to coordinate and promote the in-depth integration of education, science and technology and human resources, and to facilitate the concentration of international talents in Hong Kong.
As chairman of the committee Chen Guoji said in a media interview, Hong Kong is stepping into a new period of governance and prosperity, there is an urgent need to accelerate the momentum of development, time is running out.
To this end, Hong Kong has prioritized the development of life and health technology, artificial intelligence (AI) and data science as the core of development, and expects to attract more strategic scientists and technology leaders to Hong Kong.
The HKSAR is currently implementing a number of talent admission schemes, the mainstream routes of which include the Quality Migrant Admission Scheme (QMAS), the Highly Talented Persons (HSP) Scheme, and the Specialized Talent Scheme (STS).
In view of this, it is an opportune time for talents in the above fields to apply for Hong Kong status and to settle in Hong Kong for employment and enjoy favorable salary and welfare policies.

Assisting talents to integrate into Hong Kong
In today's competitive globalization, talents have become the focus of competition among countries and regions.
The HKSAR Government not only attaches importance to “attracting talents”, but also emphasizes “retaining talents”. Policy Address 2024 has set a performance target of at least 50,000 talents successfully renewing their visas in each of the next three years.
In the Legislative Council on October 24th, the founding president of the Hong Kong Highly Talented Persons Association, Mr. Jeanne Sheung Hoi-lung, proposed a Member's Motion on “Follow-up on Measures for the Integration of Newly Arrived Talents into Hong Kong”, calling on the Government to give more support to the newly arrived talents in employment, business start-ups, children's education and financial support to facilitate them to settle down and take root in Hong Kong.
Mr. Sang Hoi-lung further emphasized that the Government should:
① Further support the employment and entrepreneurship of newly-arrived talents, and solve the problems of employment difficulties and job mismatch they may face.
② Optimize information services on the education of children of newly arrived talents, improve the efficiency of choosing schools, and solve parents' troubles in their children's education.
(iii) Expedite the solution of the supporting problems of capital coming to Hong Kong and promote the construction of channels for RMB coming to Hong Kong to meet the immediate needs of talents.
In response, the Secretary for Labor and Welfare, Mr. Suen Yuk-han, said that the Government has previously implemented a series of support measures through the Talent Office and achieved very good results.
In the future, the Hong Kong Government will continue to strengthen these measures in accordance with the motions and amendments proposed by Members, so as to create a better environment for the development of talents of different backgrounds, and to enable them to fully utilize their talents and live and work in peace and contentment in Hong Kong.
